How Real Estate Development Can Create Jobs Beyond Construction

A finished building is the visible part of real estate development. The jobs behind it are harder to see. Before a housing scheme opens, architects, engineers, truck drivers and steel traders have already earned part of their living from it. After it opens, guards, cleaners, technicians and shopkeepers do the same. This article looks at real estate development and job creation in Pakistan through that wider lens, and at what the official data can and cannot tell us.

Real estate development supports direct jobs on site, indirect jobs in supplier industries and induced jobs in services that grow around finished communities. Construction employs roughly one in ten working Pakistanis, but no single project guarantees a particular number of jobs.

Direct, indirect and induced jobs: what the terms mean

Direct jobs are the roles a project pays for itself: masons, electricians, site engineers, architects and project managers. Indirect jobs sit in the supply chain, such as a cement plant or a transport firm filling orders. Induced jobs come from everyone else’s spending, like the tea stall near a site or the shop in a finished neighbourhood. The distinction matters because induced jobs depend on residents and businesses actually arriving. They cannot be assumed.

Direct jobs reach beyond the labourers on site

Construction industry employment in Pakistan is substantial. The Pakistan Economic Survey 2025-26, drawing on the Labour Force Survey 2024-25, puts construction at 9.9 percent of employed persons, up from 9.5 percent in 2020-21. The Survey attributes the rise, with some hedging, to infrastructure, housing demand and public investment. Those roles include skilled trades but also surveyors, estimators, engineers, architects and site managers.

Indirect jobs in the supply chain

Every villa or apartment block pulls on cement, steel, glass, ceramics, wiring and furniture, plus the trucks that move them. Press reports put the number of industries linked to construction anywhere from 30 to 40 to about 70, and neither is an official count. What is safe to say is simpler: a stalled site idles its suppliers, and a busy one keeps them ordering.

Jobs that begin after handover

Employment does not end when the building opens. Property management, maintenance, security, cleaning and facility operations need staff every day. Retail, restaurants, hospitality and clinics then follow residents and workers. A mixed-use scheme with shops, offices and homes needs shopkeepers, kitchen staff, delivery riders and technicians that empty land never would. Small contractors, fit-out crews, suppliers and local entrepreneurs can capture much of this work, provided developers buy locally and pay on time.

What the data shows, and what it does not

Statistics file many of these jobs under other headings. In 2024-25, real estate activities account for just 0.52 percent of employed persons in the Labour Force Survey tables, while wholesale and retail trade account for 16.0 percent and accommodation and food services for 2.27 percent. A developer’s own payroll therefore reveals little about its wider footprint. That gap does not prove real estate caused the growth elsewhere, though. Construction figures also include roads, bridges and public works, so they overstate what housing alone contributes. And the same Survey reports 7.1 percent unemployment, about 5.9 million people, which is a reason to treat grand promises with caution.

Skills, transparency and responsible investment

Jobs are only as good as the skills and safeguards behind them. The Survey describes NAVTTC’s work on vocational standards and says its Pakistan Skills Impact Bond targets construction among other sectors, linking training to placement and retention. Developers should hire certified trades, issue written contracts and run safe sites. Investors should start with the importance of due diligence before investing in Pakistan’s real estate market, because an unapproved or stalled project creates no lasting work.

Frequently asked questions

How does real estate development create jobs in Pakistan?

Directly through construction trades and professional roles, indirectly through suppliers and transport, and through induced demand for services once a community is occupied.

How many people work in construction in Pakistan?

The Labour Force Survey 2024-25 puts construction at 9.9 percent of employed persons. The Economic Survey’s table lists about 7.7 million workers.

Do housing projects guarantee local jobs?

No. Results depend on completion, occupancy, local sourcing and demand.

Which skills matter most?

Skilled trades, engineering, site supervision and, later, facility operations. NAVTTC sets national vocational training standards.

A closing thought

Real estate earns its place in Pakistan’s economy when buildings are finished, occupied and run well. That takes skilled workers, honest paperwork and investors who check before they commit. Read more on why responsible real estate investment matters for Pakistan’s economic future. Development done that way can support livelihoods well beyond the construction site, without promising what no project can guarantee.
